Ok I assume that by saying "morining" that this is during warmup, if then 15-18 is way to lean. Most engines like to idle a little rich even when warm, so during warm up it is not uncommon to have afr's in the 11-12.7 range. This bog is it just reving it up from idle or drving light load tip in?
Well for one your fuel pressure should be at 39.5 with Vac off. Not that it's a huge differance..
I also agree with 95SRT about rich at start up. Need more info on when this is happening....

Pull the timing chip and store it somewhere, bupm the timing up to 20* BTDC and leave it there locked. Try the car.
E cam also sucks, it has too much overlap for a turbo car. I'm too tired to look up the valve events, but you'd be better off with a stock cam and 1.7 rockers.
Can you give more details of your problems and when they arose?
