horn

I had problems with my horn working on my 68 mustang and noticed the copper contacts were not touching the ring. So I got a new turn signal switch which has the 2 coper contacts fro the horn. Once I installed it I got one of the horns to work but not both. My son-in-law tested the wiring and saw I was getting voltage to the horn and I could get them to work at the horn but when i pushed on the ring nothing. I then disconnected one horn and it worked but I got sparks up behind the steering wheel. My son in law told me i was losing resistance in the wheel area. We cleaned up the metal ring in the steering wheel, also we replaced the horn ring on the steering wheel, Now I am confused what parts do I need to buy now as the problem is up in the steering wheel area. Does the steering wheel itself come with the metal contact ring.

is it factory wheel?
sounds like not enough pressure on the contacts.
either the wheel is incorrect or not tight to the bearing.
add white grease to the slip rings or they will be eaten by the spring loaded contacts
