1996 Mustang GT Stearing Issues

Got my 96 Gt out of Storage a few weeks again the steering was tight ..
Fine from 11 o'clock to 2 o'clock but tight the rest of the way around on both sides.
Have had a steering rack go before on a different car and felt similar.
So I picked up a rack and dropped the car off to my mechanic, he replaced the rack yesterday and noticed the column was tight .. 1/2 way in the job so he thought he would put the new one on and see ..
Same thing with the different rack .
He looked at it , and seems to think it is the knuckle at the bottom of the steering column shaft .
I've been looking online and can't find much it shows it in this parts breakdown but lists it as a lower shaft #2 in the partslist.

Am I into replacing the whole steering column on this ? Or does someone have any tips or tricks?

Thanks
M

Seems that the knuckle on the bottom was a little seized ..
He has it free'd up and will just be another maintenance point to lube when it's in for an oil change.
