2003 brake light switch

After searching seems to be a common problem where brake lights and cruise stops working. Usually brake switch on pedal or fuse 33 or 41. Well what if all that is good. Would anyone know why or what and where to check if I have 12v on positive lead to brake switch but if I connect the negative out voltage drops to 0? Forget the switch, switch is good I have 12v going through when pedal pressed but if I unclip the two connectors on switch one has 12v constant and touch wires together my brakes lights should come on but when I do that they don't and my 12v drops to 0. What does this mean?

Just to add, I do not have 12v going through fuse 41 so problem seems to be after 41 to rest of car. If i go direct 12 v to fuse 41 dark green wire side the 12 v goes to 0 v on meter. Checked all grounds in trunk, under hood and for light bar and everything seems good. Still at a loss
