Speed Governor

So I finally find long empty roads in speed-friendly Montana, and discover my 2009 'Stang won't go over 116 mph. Kid at a gas station tells me I probably have a speed governor, and a guy at a Ford dealership confirms it and tells me I have to buy a chip to override it and it'll cost about $600. Of course he doesn't have it. Anyone have ideas on where to get these chips and if there's a way to get them cheaper?
Thanks.

SCT is a brand, and you can get them at your local speed shop.
They are also known as a "Tune(er)".

Well for one you have a OBD2 since it is a 96-09, they can just flash your EEC.
There wont be no chip involved.

Vehicles 95 and older use OBD1 they take a chip!
