Cleaning Rims

I have a chrome set of roh rims that are in pretty good shape but have some nasty brake dust etc on the front one's. I tried to rub most of it off with cleaner and towels byt some just wont come off.
I am looking to either:

1. Find out what to clean them with to make them look brand new. or
2. What would it cost to powder coat them black?

Thanks

Can you post a close up pic? Your choices will be a chemical cleaner or a chemical metal polish.
