No, if the vehiicle is registered in a province where there is only one plate, that is all that is required. No ticket if you go to a jurisdiction that requires 2 plates on theirs.
Shaun, no police force in Canada uses quotas, however they do encourage enforcement and contact with the public at large. You are correct that the member "could" have given you a warning. However, if the member felt you were giving him attitude, or was just having a bad day that can explain why your day was well...made worse. I hope this helps. I to have given this ticket, but it was because I was giving a break on not wearing a seatbelt, excessive speed, or failing to stop at a stop sign....

You are correct Snake, quebec does not require 2 plates, nor do they use registration stickers on the one plate they use
