Hot wire an 86 with a 3.8L V6 - tech help!

I recently purchased an old mustang convertible that requires some work underneath to make it road worthy. While it was sitting in the previous owners driveway someone tried to steal it mangling the steering column pretty good. The body and interior on this car are mint, and I'm willing to fix the floor issues but would really like to make sure the engine runs as well as the previous owner said it did before I start putting money into this thing.

I want to be able to start it to check the engine and also be able to turn the ignition so I can test out the convertible top and all the power features. Any help would be appreciated. I am more than willing to supply proof of my ownership if you are concerned I am not on the up and up. Please PM me with details.
