i dont know if it is locked, came from steeda and was programmed by them

well it locked to a car...
if u upload a custom tune file, it require you to return the car to stock!
in order to use the tuner on a other car!

You can only swap these tuners 5 times to different cars before the unit is locked and you have to pay a fee to have it reset.
