Use a claybar. It will remove them safely with no scratches.
I used to use "Bug and Tar Removeer" from Turtle Wax but no more.

There use to be this stuff called bug and tar remover from turtle wax. It was wipes, and it wiped the bugs off with ease.I use to use it all the time until i finally finished it off last summer. Don't know if they are still on the shelves or not. I got it at Canadian Tire years ago.

I use Turtle Wax bug remover. I also picked up a "bug sponge", I think its made by Simoniz from Canadian Tire. Spray the bug remover on it and it wipes the bugs right off.

I soak the crap out of the bumper with car wash soap and water and let it sit for a bit, then soak my micro fiber mit with the same, and wipe off. Takes a bit some times, but they come off without causing any harm to the paint.

I doubt the even splat, they just slip off when you hit them.
