The cams will definately give you great improvements, even with stock heads. A customer of mine in FL recently put down 305rwhp with stock intake, stock heads, our stage2 na cams. THe porting will only add to the power and the range of the cams, but is NOT needed to gain power. The cams will add ~25rwhp peak to peak, and 35+ after 4000rpm.

And a higher up ford tech that i talk with quite frequently said the same.He stated that the PI heads flow very well compared to the previous years,aswell compared to the ol' 5.0L cylinder heads.
So the descission would be based on how much hp you want to squeeze out of your 4.6 .

Stage 1's don't need a tune,but stage 2's do to my understanding.
Emmisions....the ford tech i talk to said it can be done,but it could also depend on all the extra mods,like long tubes,h pipe,tune,and ects,..
The only true way to find out,is to do it.Most that have done the stage 2's,like the guys on modular depot,don't need the e test done from were most of them are located.(just assuming cause most haven't spoken about e tests )

I'm running the cams along with a set of ported heads along with a valve job. Should see some nice gains

I had the VT Stage II Cams & Comp Springs installed about 2 weeks ago. I ended up gaining roughly 34 RWHP. The cams sound awesome at idle and sound even better at WOT. I'm still having a very small issue with the idle, but my tuner should be emailing me a new tune soon.
