Brake Question

Ok, I went in to get an inspection done on my 02 GT. I put new tires on it cause I figured that all I needed. Well my mechanic calls me up and says its done. So I pick it up and no new inspection sticker. He says I need new rotors, pads and Calipers. Now the car stops perfect ever without and sounds at all. I left there and rolled down my windows, braked from 50kmh, the 70kmh then 100kmh, car stops perfect with no pedal shake or anything. To me it sounds like dude is trying to screw me out of money. Does this sound legit to you guys or not? Thanks.

Have a look see at the pads ie thickness etc. How many km's on the present pads etc.
