Not sure if you were referring to me or not but I did pay 250 US for the cai.
I bought it from a ford racing dealer who sells stuff on ebay.
Yes, you need a tuner to get the full benefit from any cai on the 3V.
You can buy this cai with a pro cal from Ford but it is much more $$.
I am planning on getting an ExCal3 from Brenspeed with a tune for this cai when I get around to it.
