rad clutch fan

Hello folks, my first post since my intro a couple weeks ago.
Had a bit of a concern the other night, stopped at a red and the temp guage maxed out pretty quick. It dropped back to normal as soon as I was rolling again. First think that come to mind was the clutch fan not engaging while sitting at the light. Possible ?
Of course by the time I parked and checked a couple minutes later it was spinning away normally.
Does anyone know if the fan can be pinned to be coupled continuously (for a test) ? In the end I will be losing the smog pump anyway and am not concerned with parasitic losses if I go with a full time fan.

I would just upgrade to an electric fan. It probably wouldn't hurt to flush the rad and replace the thermostat as well.
