The difference is the cams,and where the heads were casted.In '99 to '00 (the windsor pi head) these pi heads came with cams that have pressed on cam gears,and the heads are a 11-Bolt Pattern for the cam covers,and in '01 to '04 (the romeo pi head) these pi heads came with cams that have bolt on cam gears ,and the heads are a 13/14-Bolt Pattern for the cam covers.
